RESOLUTION 3-16
A RESOLUTION OF THE TOWNSHIP OF CROSS CREEK, COUNTY OF WASHINGTON, COMMONWEALTH OF PENNSYLVANIA, FOR THE PURPOSE OF SETTING THE FEE SCHEDULE.

 Be it RESOLVED AND ENACTED, and it is hereby resolved and enacted by the Board of Supervisors of the Township of Cross Creek, County of Washington, Commonwealth of Pennsylvania: that the following fee schedule is hereby levied within the Township, as follows:
Building Permits with UCC Inspections (Inspection Fee Not Included)  ORD. 2-09
Permit is invalid if work is not commenced within 180 days.
1. Residential New Homes - $0.25 per square foot of living space
2. * Residential Improvements/Renovations/Additions - $50.00 for the first $2,000.00,  $2.50 for each additional $1,000.00
3. * Sheds, Storage Sheds & Garages over 1000 square feet or attached to house - $50.00
4. * Retaining Walls 3 feet high and above - $50.00
5. * Resid. Structural Repair & Commercial Roofing if more than 25% of roof - $50.00
6. * Swimming Pools 2 feet deep or more and in ground - $50.00 excluding fence
7. * Spas & Hot Tubs - $50.00
8. * Decks 30 inches and over off ground (covered &/or uncovered) - $50.00
9. * Fences over 6 feet tall - $50.00
1-year Permit Renewal - Half of original permit cost. (must reapply and provide explanation)

Commercial/Industrial Building Permits w/ UCC Inspections (Inspection Fee Not Included)
Permit is invalid if work is not commenced within 180 days.
1. * Standard / Typical Business Building - $200.00 minimum and $0.50 per square foot
2. * Complex / Complicated building - $500.00 minimum and $0.75 per square foot (schools, multi-story, etc.)
3. * Commercial Improvements/Renovations/Additions - $75.00 for the first $2,000, $4.00 for each additional $1,000.00.

NPDES Permit Plan Review Application Fee - $25.00
1. Plan review must be completed by the Township’s Engineer (Currently Bankson Engineers) – Minimum $300.00 payable in advance as dictated by the scope of the project

Stormwater Plan Review Application fee - $25.00
1. Plan review must be completed by the Township’s Engineer (Currently Bankson Engineers) – Minimum $60.00 or actual cost whichever is greater payable in advance.

Zoning Permits (no inspections required) ORD. 4-06
1. Unattached Garages, Carports & Storage Buildings less than 1,000 sq ft - $35.00
2. Agricultural Building - $35.00
3. Swimming Pools – permanent above ground if less than 2 feet deep - $35.00
4. Decks (new & replacement, uncovered) under 30 inches off ground - $35.00

Cell Phone Towers/Antennas Antenna co-habitation - $250.00 each
Demolition/Razing Permit Fee $25.00 each
Burning Permit no charge
Certificate of Use Fee $50.00 each ORD. 2-09

Sign/Zoning Permits ORD. 4-06
1. Signs that are 12 square feet or less - $35.00 (Political signs are exempt but must be removed within 30 days of election)
2. Signs that are over 12 square feet, and under 75 square feet - $50.00 
3. Signs that are over 75 square feet and under 150 square feet - $75.00
4. Signs that are over 150 square feet and to 300 square feet - $100.00

Grading, Filling, Excavating Permit per Cubic Yards with Inspection ORD. 1-03
 Inspection Fee: Minimum: $50.00** Single-family residential is exempt.
Up to 1,000 =$ 80.00
1,001 – 5,000 =$230.00
5,001 – 10,000 =$355.00
10,001 – 20,000 =$540.00
20,001 – 30,000 =$725.00
30,001 – 40,000 =$885.00
40,001 – 50,000 =$1,070.00
50,001 – 100,000 =$1,565.00
100,001 - 150,000 =$2,035.00
150,001 – 200,000 =$2,510.00
Over 200,000 =$2,520.00 + 65 for each additional 10,000 yds
** Inspection fees will be incurred at a rate of $50.00 per hour with a 1 (one) hour minimum due in advance. Applicant will be billed for anything over the 1 (one) hour minimum**   

Logging Permit $100/each   
 
Oil & Gas Well Zoning $750.00/well ORD. 5-06

Subdivision & Land Development Plan Review ORD. 2-03
1. Minor Subdivision (1 – 2 Lots) or Minor Land Development (less than 1,500 sq ft) - $300.00 or actual cost incurred by the Township, whichever is greater.
2. Major Subdivision (3 or 10 lots) or Major Land Development (more than 1,500 sq ft) - $500.00 or actual cost incurred by the Township, whichever is greater.
3. Each additional Lot over 10 = $25.00 per each additional lot.
4. Mobile Home Park - $560.00 or actual cost incurred, whichever is greater.

Subdivision & Land Development & Modification & Waiver fee
1. $100.00/per or actual cost incurred by the Township, whichever is greater.

Review Fee for Special Agreement 
1. $150.00 or actual cost incurred by the Township, whichever is greater.

Conditional Use Application & Appeals * ORD. 4-06
1. $500.00 or actual cost incurred by the Township, whichever is greater.

Uniform Construction Code Appeals * ORD. 3-04
1. $500.00 or actual cost incurred by the Township, whichever is greater.

Zoning Appeals * ORD. 4-06
1. $500.00 or actual cost incurred by the Township, whichever is greater.

Rezoning Appeals * ORD. 4-06
1. $500.00 or actual cost incurred by the Township, whichever is greater.

Curative Amendment Application*
1. $2,500 or actual cost incurred by the Township, whichever is greater.

Continuation of any Appeal Hearing  
1. $500.00 or actual cost incurred by the Township, whichever is greater.

* Administrative cost of Township employees to be charged at $25.00 per hour, Code Enforcement/Zoning Officer at $50.00 per hour, for each type of Appeal Hearing.

Subdivision & Land Development, Zoning Ordinance or Comprehensive Long Range Plan
1. $25.00 each (If the document must be mailed, that would be an additional postage charge.)
2. $30.00 each hardcopy of the Comp. Plan if picked up at the Township building
3. $35.00 each hardcopy of the Comp. Plan if mailed to recipient (payment must be made in full prior to shipping)
4. $5.00 each color Zoning Map, if larger than a 8.5x11 (Shipping $2.00 extra)
5. $3.00 each black & white map. If larger than a 8.5 x11 (Shipping $2.00 extra)

Holding Tank Fees (Application fee is paid directly to WCSC) ORD. 2-00
► Due at the time of submitting the application / agreement:
1. Usage Permit fee $125.00
2. Security Bond Amount $1,000.00
 Annual Renewal fee $ 50.00

Sewage Complaint Procedures $100.00 payable to Washington Cty Sewage Council 
due when filing complaint (refundable if actual malfunction confirmed by WCSC)

Taxation (Fees to be retained by the Tax Collector) ORD. 4-02
 3-year Tax Certification Letter - $15.00
 Tax Duplication Bill - $5.00

Road Maintenance Agreement ORD. 
1. Application Fee - $250.00
2. Road Bonds - $25,000.00 per mile
3. Boring or Cutting - $300.00/each road
4. Hauling - $250.00/each road
5. Escrow a. Boring or Cutting $3,000/each
  b. Hauling $3,000/each

Road Encroachments (Driveway)
a. Residential & Commercial - $15.00 Application Fee
                             $25.00 Permit Fee
                              $40.00 Total Fee

Records Request (Sunshine Act)
1. Actual cost of duplicating the record per schedule of cost below *prepayment if $100.00 or more*
2. If document are requested to be mailed, all costs of postage shall be assessed

Miscellaneous Fees: (Fees are subject to postage if mailed)
1. Photocopies - $0.25 per page
2. Faxes - $1.00 per page
3. Address List - $25.00
4. Township Record - $0.25 per page
5. Returned Check Fee - $50.00
                         
  All fees must be paid in advance and are made payable to Cross Creek Township. Additional legal, engineering or inspection fees will be billed at their current hourly rate for subsequent reviews or inspections.

***Developers and/or contractors are also responsible for any legal or engineering fees/expenses that may be incurred by Cross Creek Township in order to insure compliance with Township Zoning and Subdivision Ordinances and the Uniform Construction Code (UCC).
